Max R. Hoffman, Jr. is an administrative law and regulatory law expert practicing in the areas of Health Care Law; Health Care Fraud; Professional Licensing; State Agency Practice; Administrative and Regulatory Law; and Civil Law. Mr. Hoffman is a former Assistant Attorney General, State of Michigan (1973-1983) and currently serves as Special Assistant Attorney General to the Public Service Commission. During his tenure with the Attorney General, he served as counsel to various licensing boards, including the Board of Medicine, Board of Dentistry, and Board of Pharmacy. He organized the Attorney General’s Medicaid Fraud Unit, which is now the Health Care Fraud Division. He has defended physicians, clinical laboratories, hospitals, pharmacists, dentists, medical suppliers, and others, in both state and federal prosecutions for health care fraud. He has represented licensed health professionals before all the major licensing boards. Mr. Hoffman is listed in Best Lawyers in America and has been selected as a Michigan Super Lawyer. He is a graduate of Michigan State University (B.A., cum laude, 1969) and the University of Michigan (J.D., 1973).

Timothy R. Ward is a 15 year-veteran of government service, lobbying, and campaign management. Mr. Ward served as Governor John Engler’s Director of External Affairs and manager of his 1998 re-election campaign. Prior to serving in the Engler Administration, Ward served in staff positions in the Michigan House and Senate as well as Oakland County government. He also served as Senior Director of Government Affairs of the Michigan Credit Union League and owned his own law/lobby firm in Michigan. He is a graduate of Albion College and the Michigan State University Detroit College of Law. |

Dick Rassel is past Chairman and CEO of Butzel Long. He is currently Director of Global Client Relations of Butzel Long and serves on the firm's Board of Directors. He holds a B.A. from University of Notre Dame and a J. D. from University of Michigan. His practice is primarily in the area of complex business litigation and arbitration with a special concentration in media law. Mr. Rassel is active in the community, including serving as a Director of the Michigan Strategic Fund; a Director of the Detroit Regional Chamber of Commerce and the Detroit Regional Economic Partnership; a Director of the Metropolitan Affairs Coalition; past President of the Birmingham Community House; and former President and Trustee of the Rosa Parks Scholarship Foundation. As an active member of numerous nonprofit boards, Dick has met with federal and state legislators regarding funding for licensing issues of nonprofit entities. His legislative relationships make him a valuable resource to the BL Government Affairs team. |

Margaret O'Riley specializes in helping clients secure state level incentives and grants, while also creating and implementing successful strategies to generate community support for projects. She knows and understands the government process and the details of government programs. Margaret brings extensive knowledge of state business incentives, grant programs, and regulations to the aid of our clients. Her legislative relations experience and a thorough understanding of state government make her a valuable partner to any client. She has earned a reputation as being a prominent business advocate in Lansing by promoting a positive business climate. Margaret's experience includes state level incentive programs, local community relations, state government regulations and communication plans, and effective marketing strategies. Margaret worked with Governor John Engler over all three of his terms. Serving as one of Governer Engler's chief liasions with the business community in Michigan. She served as the Michigan Business Ombudsman, then later as Senior Vice President at the Michigan Economic Development Corporation (MEDC). Margaret helped architect the creation of the MEDC, where she managed all legislative, grassroots and outreach activities for the organization. |

Dana Gill is the State Government Affairs Manager for BL Government Affairs. Prior to working with BLGA, Ms. Gill was the Legislative Director for State Relations with the Office of Government and Community Affairs at Wayne State University. Before moving to the advocacy community, she worked for the Michigan House of Representatives as a policy advisor on higher education, health policy, capital outlay and state appropriations issues. In her role with the House of Representatives, Dana provided analytical support and strategic advice while working with members of the administration, Senate chamber and outside interest groups. Ms. Gill attended WSU as a Presidential Scholar and graduated with a bachelor's degree in Political Science. |
